ASAM Releases 2024 Mid-Year State Legislative Report

The 2024 state legislative sessions were highly active for addiction medicine and other related policy issues. ASAM’s mid-year report provides members with a high-level overview of state legislative activity across the nation. As in the past, the 2024 Mid-Year State Legislative Report is divided into two parts. One part includes an overview of general policy trends observed across states in 2024. The second part includes summaries of legislation enacted in each state through the end of June. Taken together, this full report gives members an opportunity to catch up on the state policy landscape as state legislative sessions head into the second half of the year.

Overall, there were 725 addiction medicine related bills that were introduced in 45 states since the start of this year. At this time last year, we tracked 527 addiction medicine bills. 16% of these bills were enacted as compared to 13% in 2023.

In 2024, the top three areas of interest for state legislators were naloxone access/harm reduction, cannabis reform, and parity/prior authorization. Similarly, the top areas in 2023 were naloxone access, harm reduction, and cannabis reform. Further, legislation supported by ASAM state chapters was signed into law in Colorado, Louisiana, and Michigan in the first half of 2024.
